Does anyone think the music in Mega Man 10 is terrible?

I do.  I was disappointed in the overall lack of melodic tunes that I could hum along to.  The difference in quality could even be seen in the shop music...

The Mega Man 10 shop theme sounds like something pasted together at the last second.  The Mega Man 9 shop theme sounds like a glorious supermarket filled with loads of Mega Man goods just waiting to be purchased.  Maybe I am looking too deeply at this though.  
 
The only Mega Man 10 theme I truly enjoyed was the one from the Solar Man stage
 
 
  
Out of all the stages, I could only barely say Solar Man's stage reaches Mega Man 9 quality.  The rest just was not memorable at all.  At best, the music was okay.  Maybe Mega Man 9 set the bar too high.  
 
Also, I miss the Roll dress option in the shop, even if it was just for laughs.

It's kind of hard to hate 8 bit music, unless you just really despise the melody of the track. It sounds fine. The Shop music from 10 is a lot less melodic and much more punchy and jagged. I dig it.

The soundtrack in general wasn't as good, true. However, I think your even is misguiding: the shop tunes show the biggest difference in memorability.
 
For myself, Mega Man 9 was a second Mega Man 2 -- this might have been the spirit guiding the developers, too. Mega Man 10 was, -- well, just another game in the spirit of the series. I think everyone wasn't as invested, is all.

I definitely agree that Mega Man 9 exceeded the quality Mega Man music is known for. At first I didn't care for a lot of the songs in MM10, but after a few listening sessions and playing the game I know I was wrong. There's some exceptional tracks you really shouldn't miss out on. Here's some of my favorites.
 

 
 Nitro Man's stage is one of the best songs in this game. It's extremely catchy and demands to be listened to when you're not even playing the game.
 
  
Saying Strike Man's stage music isn't good is just an outright lie. He's one of the easier bosses in the game, but this tune is rockin' and fits the baseball theme perfectly.
 
  
This one took a few times to really warm up to since it starts out erratic, slow, and weird. Once the music crescendos it's a different story completely. It's pretty awesome. 
 
  
By far, Wily Stage 1 is one of best Wily songs in the Mega Man series. MM2's Wily Stage 1 is classic of course, but listen to this damned song! It's so good.
 
These are some of the best songs from the game, but they still can't hold a candle to what we received in MM9. Tornado Man, that's all I have to say.

The megaman 9 shop song is better. That said ,I am not a big fan of megaman music, or eight bit music in general.

I see what you are saying.  It's like the whole song sets up for the good parts around :48.  The music is tricky, maybe I need to give all the tracks more listens.  I definitely still miss the MM9 and MM2 music though when I play 10.

Yeah, I think there was a drop in quality, too. But it's all moot because no music will ever beat the Duck Tales music.

Mega Man 2 has the best music, closely followed by Mega Man 4 (particularly Dive Man and Dr. Cossack's themes).

I can't agree more with you man, the music in Mega Man 9 was so much better than 10. Except for Solar Man the songs for the normal stages aren't that great. But Wily Machine is a fantastic song, and is my favourite song in Mega Man 10, enjoy:
