@vinny sounds like what you're looking for is right clicking on the start menu in Win10 (or Win + X) to pull up the admin menu. You can also replace command prompt with powershell (it's built in) via Settings (the modern/touch/on off slider one) -> Personalization -> Taskbar -> Replace Command Prompt with Windows Powershell...

Folks also tend to go with something like Classic Start from Ninite (it's free) if they want a more "Win7" style start menu, but the fastest way to get to most things these days tends to be Windows Key -> start typing -> pick the first or so result (assuming someone hasn't gotten paranoid and turned off all the indexing/telemetry stuff so it can find things!)

Restart time stuff should be in Settings -> Updates & Security -> Change Active Hours (just set that to something like 7am -> 1am)

I'm sure you've gotten this from about a hundred sources at this point, but maybe someone else will find this useful :)
