Stanley Palmer is the one who "cheats" the most. Sadly if you kill him he just respawns.

I've been testing it out for a while and there definitely is some cheating going on in the poker, although I'm not sure if it's intentional or just bad programming. the AI seems to know what the community cards will be before they are revealed.
For example, the AI has A and J but only calls and eventually the pot is split. Other times the AI has a 3 and a 5 and proceeds to go all in, only to end up with a flush. Also, I've seen them have a 9 and a J, go all in and end up with a king straight when I had two Aces on hand.
I don't think the AI necessarily knows what cards you have, but they do seem to know what cards will be revealed. Of course it could just be a gigantic coincidence... over and over and over.
