    So I'm in Mexico and I have ever town saved... where do i find Zombie bait I need it to progress in the story!

    You should have gotten some from the  "snake oil" salesman, can't think of his name.   It's during a quest.

    You can't even get to Mexico without it, you have to complete that quest for Nigel West Dickens before it opens up, IIRC.  You had to collect some flowers to do it.
