Interesting. I was catching up on Mass Alex (I dropped off at the start of the year because I realized I don't like the voice acting - it's too theatrical, I think, but I want to see the ending and Alex's reaction to it), and just noticed that incidental conversation about moving money from Citadel. It's funny because if banks in ME universe work the same way they work currently, their ability to lend has no direct connection with the amount of personal accounts in those banks.

That's what happens when I try to take a nap at the sound of Mass Alex episode.
