Huh, flash in the pan dev + forced pseudonyms made for a fruitless search as to who did it.

And it's one of those "non-Cute-Em-Ups with a Female Protag Shmups" like M.U.S.H.A., too.

This was a really cool stream. I played Gaiares the other day without knowing Jeff would be streaming it, and of course got my ass handed to me as usual. I played this game as a kid because it was hyped up quite a bit, but I've never finished it. It's too bad the TOZ weapons become limited after a while, and 8 missions is probably a tad too long for such a hard game. I have never played Arrow Flash. I'll have to give it a go.
