Yeah, the shut down process of an application can just be slow or buggy. I doubt they do it intentionally. This kind of shutdown bugs has low impact so they often don't get fixed. Just close it with the task manager.
That is a scary thought. It's entirely possible for games like that where you can get the most if not all out of it within 2 hours.
I think it's just an oversight from development though. Steam at least tells you pretty clearly it's running so just a simple task manager and force close job.
