X'ing out Steam doesn't exit it, it just closes the window. As long as the steam tray icon is visible next to the clock at the button right, it mean Steam is active. if your downloads were active before you hit X, they remained active in steam
if you look at the steam tray icon while it's downloading/updating a game, or several games, you notice the white arm thing gets smaller and there's a little text above it. Whereas when the downloads are done, or paused, the icon is full again
