Surprisingly yes. Ok, so it's not going to be as good as buttons, ever, but it's very playable if you want some SFIV on the bus. Certainly works much better than any of the platformers etc i've tried on there like Mega Man II. I found it very easy to do things like cross-ups, combos, supers, etc on there.
