    The fifth installment in Bethesda's Elder Scrolls franchise is set in the eponymous province of Skyrim, where the ancient threat of dragons, led by the sinister Alduin, is rising again to threaten all mortal races.     Is Skyrim going to be leveled?

    In Morrowind, the game was the same no matter what level you were, you could be killed almost immediatly in some areas and be good in others. I liked that, it at least gave you the choice to hunt for good gear at the start. Oblivion then introduced a leveling system so you could beat the whole game at level one and still only get an iron dagger at best. Do you guys think that Skyrim will be non-leveled like Morrowind or leveled like Oblivion?

    I believe this question was answered in one of the E3 live demos out there: Enemies will still scale after your level.

    Morrowind also used leveled lists.
     
    Skyrim will be similar to Fallout 3. Areas have different levels.

    The way Fallout 3 worked was each level had an assigned range of potential levels.  When you first entered that area, the enemies got assigned to your level if it was inside the range, and to the min/max if you were outisde the range.  I believe that Dragon Age used the same system.  In my opinion it's a pretty good compromisebetween allowing players to side quest as much or little as they like and keeping the game playable.  With full scaling, there is little point in doing anything extra.  With no scaling, the game will either be too easy or hard depending on how much side questing you do.  The designers have to pick some level of XP and if a player doesn't match that their experience won't be optimal.

    Morrowind also used scaled enemies and loot lists -- note the Daedric Ruins, at low levels you were unlikely to find anything but Scamps, as you leveled up Clannfears, Ogrims and Atronachs started spawning. Likewise with Diseased/Blighted wildlife, which start to show up more frequently at a high level. 
     
    Fallout 3, a post-Oblivion game remember, also used a similar system. Groups of Super Mutants consist of regular-ass Mutants and the occasional Brute at low level, going up to groups of Brutes and a Master as you go up (and with Broken Steel, Brutes, Masters and Overlords). Similarly with Raiders, who tended to get (slightly) better gear as you progressed, but ultimately plateaued after a point.
     
    There's nothing wrong with level-scaling systems, so as long as they are scaled sensibly -- i.e. some enemies are too powerful for low-level characters to face, even at their minimum level scaled, and trivial enemies (such as Highwaymen or Bandits) will quickly get outclassed after a point, peaking at perhaps Steel-level equipment.

    The enemies are set at your level in each area. Meaning that as you progress, if you go back to an area you were previously the enemies will still be set at the level you were when you were there before. It's the Fallout 3 method.

    Be as it may, we'll probably end up modding the shit out of the game, so I don't really worry about the way enemies will level up.

    Apparently it's a twist on Fallout 3's leveling system. Some areas will be extremely hard at early levels while others won't. At the same time, some dungeons will lock in at a level based on your level the first time of entry and not change after that. There will be some minor scaling so that when you go back to an early place you aren't raping everything with one hit.  
     
    Honestly I'd rather it be like Morrowind, that just makes the most sense and the simplest, but the way it is now shouldn't be too bad. Scaling gets bad when it comes to loot so hopefully they switched that up

    Bruce: We’re handling leveling stuff similar to how we did in Fallout 3, but with a few new twists that we hope players won’t even notice. The enemies and loot are based on the “encounter zone” you’re in, so it could be higher or lower level than your current level. We do have a new concept of epic or “special” loot that you can randomly find in many cases, regardless of the zone, and you will still get better stuff in the better zones with your level higher. Same goes for quest rewards. We try to make them appropriate for what you did. Sometimes that is random, sometimes that is a set item. There’s a lot of specific stuff that is very powerful, like the Daedric artifacts.
