I've been grinding by the church for about two days, and I've only had shields, helms and gauntlets drop. I know for a fact the rest exists, at least as its on the Japanese Wiki; other then that, I'm starting to think theyre in a hidden chest or something.

I am currently wearing all of it except the gauntlets and helm. Make sure you're human and try to build up some humanity. It boosts your chances of finding items. I came into the area as human with 3 extra humanity and I got most of the gear without trying to get it.

Yeah I got the whole set, but by the time I got it, I already had better armor. It doesn't look as cool on me as it does on the Balder knights, mostly cause you don't have the cool flowing cape.

Same thing for me. I had 4 humanity and found the whole set + some.

I'm curious as to why you even want the Balder, It's not even that good. I believe you can buy it from the merchant in Sen's Fortess, I know you can at least buy the shield.
