I live in Australia and I have a 200Gb plan. Maybe you should try looking at alternatives.
 
OT: Not sure if there is anything you can do. Xbox Live and that still seems to work fine if the speed is limited but that could be different for you.

My PSP still works but can't read UMDs (which kind of takes the point out of having a PSP). Also the analog stick doesn't work very well. My PSP is the most broken console(ish) I have but even though it isn't broken it might as well be.
