@frytup: Kami, the Namekian guardian of earth, is Earth's god in the Japanese version. His shirt literally says "God" ("Kami") on it, and Dragonball loves literal pieces of clothing. (See Krillin's hat in the next arc, King Kai's Robe, Bulma's first dress, etc.)
Likewise his evil side is the Demon King, and his shirt says so. Dragon Ball has an entire system of gods like Kami and King Kai, which you will learn more about later.
@slaughts: I feel like with Mr. Popo it was mostly unintentional. Toriyama tends to draw all his genie like character similarly (big lips, beady eyes) in other things like Dragon Quest. Mr. Popo just has unfortunate coloration.
For actual blackface character design in Dragon Ball, look at characters like Officer Black. However it seems like they are more sensitive to things like this now, at least as far as actual black characters go, given things like Officer Black's redesign in the Path to Power movie.
This is how it all starts. Next thing you know, you are watching "My Girlfriend is a Dragon?" and complaining about a poorly drawn cabbage ruining the episode for you.
Yeah he gave two reasons for why 2B dresses like she does.
First because they wanted a look that looked bizarre since the game takes place 10000 years in to the future.
Immediately after he also said because he "really likes girls."
Personally I also think the overall look is also evolved from the Yorha stage play, where the androids wore simple and cheap black slightly frilly dresses and skirts. I do like the overall effect in the game. Yorha units look alien compared to the more practically dressed resistance members.
