@monkeyking1969: Kind of. They were a thing before the word "chav" was a thing. They're a bit too pampered to be proper chavs. There's no real American equivalent as far as I can tell. Don't worry about it though, lots of British people get it wrong too and just use it as a word to deride anything working class.

@rorieHey, not sure on the intentions of the t-shirt designer, but the text (ドフマー) seems like a typo of ドラマ.

The current text is meaningless, I think, whereas ドラマ means Drama.

But maybe it's just referring to something I am unaware of.
