Awesome!  I wish the US had something like that.  Simply because the gov. taking over the internet is an inevitability .  Lets get it over with already, just so the interwebs can evolve to it's next form.

How long did you wait before flipping the switch?  PS3's web browser can have a lot of trouble loading certain web sites/pages.  May need to give it a few minutes. 
 
Make sure JavaScript is on too.  I know a lot of sites, won't load properly or let you in with out it.  Cookies too.  You can downgrade the resolution to speed up load times also and be sure to delete useless info like cache and what not every once and a while.
 
I don't think a simple restart will hurt your PS3's software, as long as you aren't installing or saving anything.  If you aren't directly altering system files, your probably OK.  IMO.
