During the E3 2010 demo with Jason Bergam, he said that there were 2200 characters in Fallout New Vegas and that only 1 of them cannot be killed. That got me thinking, who is the 1 NPC who cannot be killed? Any ideas?

Who is the 1 NPC who can't be killed in the whole game?
" Victor. "Is it really Victor? I guess that makes sense, since he basically takes over any Securitron he wants.
" What about the children in the game? Aren't they un-killable, like in Fallout 3? "Children weren't killable in Fallout 3 without mods so I guess it was easy to assume that they would be unkillable in Fallout 3.

I ran away very very quickly.
I've literally followed Victor across the Mojave Wasteland from one destination to the next. I don't think he possesses anything." @MooseyMcMan said:

Wait, yes he does. But I killed him at the end once he had reached New Vegas.

Early in the game i was roaming around and was attacked by some giant radscorpians when I was like level 4. I was getting my ass kicked and victor came to my rescue. Sadly while he was trying to save me he got his ass kicked worse then me and died.
If found this out when victor died saving me from two Legion assassins outside of goodsprings, i was sad he died, but later" @ryanwho said:
