A couple weeks ago GBI started randomly having this issues where the polls to vote on the next video would go up as normal but the polls themselves would be completely broken. You can see all the options and attempt to cast a vote like normal, but no votes are ever counted and the poll ends with zero total votes and a 6-way tie which causes the top entry to play.
When it first started happening it would be maybe about once a day, but it's been exceptionally bad this weekend and in the last 29 hours there's only been two polls which actually worked as expected.
I'd imagine that whatever the problem is could cause polls to break in normal live chat as well, but the random nature of when they break, previously lower frequency with which they break, and the fact that polls in live chat happen way less often than in GBI has probably just combined to not cause an issue there yet.
