I've seen several individual Pokemon as concepts. Aren't they... characters?

Aren't they... characters?"The character classification is only used to denote a specific entity; if it is a race/species or there are more than one then it is a concept. For example, on GB Pikachu is both a character and a concept because in Yellow version the player character has a specific Pikachu with him but Pikachus are a species as a whole.
Sooo..... Rhydon is a concept too? Basically, we have 340 (or however may Pokemon there is now, just so we can add them to each Pokemon game?

Each individual Pokémon is a species. Since species are classified under concepts, rather than characters, every single Pokémon is a concept.
There are some exceptions however; E.g. Mewtwo having both an entry specific to the character individualized in for example Super Smash. Bros Melee, and a concept page serving as an article for the entire species.
