For some reason oddish is placed under concept and not character.

all the pokemon are concepts. Perhaps with the exceptions of a few like Pikachu, who are kind of breakaway stars, and are both.
But they work as a CONCEPT because they're not individual characters. They're the random battles of the game. You'd have to redefine kobolds, goblins and trolls as characters because, essentially, Pokemon are these. Just cuter and more popular.

Pokemon are not concepts because they exist within a single franchise, and are wholly unique. "I don't think entire groups or species can have their own character page, whether or not they only exist within one franchise. The Little Sisters from Bioshock are a concept, for example.
As Romination first pointed out, Pokemon fall under the category of concept for our purposes. Since there are multiple instances of the same kind of Pokemon, instead of one unique Pokemon in the games (outside of a few special circumstances), they do not get their own character pages.
Be sure to check out our wiki FAQ, which explains what our Character pages and Concept pages are used for. Basically - Characters are for specific, individual characters. Pokemon such as Oddish do not fall into this category, as they are a species. Our Concept category is essentially for anything that does not fit into one of our other categories - and since Oddish doesn't fit into one of our other categories, they are a Concept.
