I voted before I saw the fight part, Tonka would probably win with all that kung-fu, but I prefer Charlie :)

Honestly neither of them TRULY know what they're doing, but Charlie wins because he can reflect physical attack. Where's your Kung Foo master now?

I'll concede that he has learned a lot in his time in Inaba, despite his fixation to cheat on tests. But Amanda Matricks aka TonkaTruck has learned a stunning 50% of all there is to learn in the Matrix. While he struggles in hand-to-hand combat against his peers (God rest their souls), he has mastered the art of /dance. Even to the extent of /rushdance which is purely reserved for the most advanced, and Russian, of redpills. I still give the nod to Charlie-kun based solely on the difficulty of advancing through the modern High School atmosphere as one of the most popular/intimate students in the school while remaining completely silent and mysterious.
Seeing this thread I instinctively voted for Charlie simply because of the size of his posse that he rolls around with and not counting the amount of personas that he keeps around, but then I realized what a huge mistake I have made. Charlie is still a high school student whose majority of relationships are purely physical in nature and he is partaking in an adventure just to deal with his monotonous and average everyday life. He hasn't faced the kind of challenges that Tonkatruck had to face as soon as he was born in MXO. Tonkatruck was constantly ostracized for having a different opinion about the kind of world that he existed in, and he was basically lynched by some members who disagreed with his stance. Nonetheless, tonkatruck persevered by trying to fight back and dancing his way out such hostile situations.
Tonkatruck had to deal with the ultimate reality of life, and that is death. At the darkest hour, being a man of solitude tonkatruck decided to climb the highest building in order to face his death alone, but unbeknownst to him, Tonkatruck had made a genuine connection in the form of Pascual who did not want him to die alone. Tonkatruck faced his mortality understanding that what is important in life is not what level you are, what clothes you are wearing, what faction do you belong to, but that you were able to face death alongside someone that genuinely cared for you, and vice verse.
Compared to Tonkatruck's lifestory, can Charlie really live up to that? He is a high school kid who is popular among his friends, gets to fight demons at night, and majority of his personas are there just to fill up some compendium. He doesn't care for most, if any of his own personas. Does charlie really understand what it means to be ostracized by others, to be ridiculed by others just because he is a novice, to face your own mortality and deal with the grim reality of death, to have a genuine relationship with someone else? NO, NO, NO, and NO.

Charlie may defeat Tonkatruck in a fight, but Tonkatruck wins at life 1000X over charlie.
Charlie has an army of Mythological Demons in the sea of his soul that could defeat Tonka Truck's wimpy Kung-Fu any day. However, in terms of Dancing, Tonka Truck wins. In terms of Bromance, they tie. Pascual alone is equal to the combined bro-gade of Youske, Kanji and Dojima. The end.
Charlie can summon fucking mind demons created by friendship and personality!!! All TonkaTruck ever did was die, couldn't even save the world!
