Final Fantasy VIII is better in almost every way for me. Story, Graphics, Gameplay. Definitely my fav FF game.
Final Fantasy VII vs. Final Fantasy VIII
The correct answer is Final Fantasy VI or IV. Oh wait, that isn't an answer? Dang. I guess I will have to vote VIII then, because it's cool to hate Final Fantasy VII on the internets.
This thread again? Personally, I prefer VIII over VII, but I've come to appreciate VII more than I had before over the past few years. While I feel that VIII has a better story, main character, and combat system, some of the scenarios in VII are just downright awesome. I can no longer play VII without going to all of the trouble to deck Cloud out in full cross-dressing attire so Don Corneo picks him.
" VII. The battle system in VIII is a pain in the ass. So much grinding, it makes me sick. "...FFVIII is the least grind heavy of any of the FF games, aside from maybe FFX. Hell, you really don't even want to grind that much, as the enemies scale with you and fighting Ultimecia when your Squall is a ridiculously high level is a bad idea.
The draw system kind of sucked. I thought Materia was a much better way to go. Also FFVII was my first final fantasy game and so was pretty mind blowing and left a good impression. There were also parts of that game I thought were funnier than in 8. Did you totally go to space in 8? I vaguely remember something like that. 8's art style was pretty sweet though.

As far as the materia, it was a good system, but still very basic. I prefer the Junction system in FFVIII and the Magicite in FFVI to materia.
I personally like VI and X but that's not the question asked so I would have to go with VII. VIII was very good but VII is a classic
For the record my favorite FF will always be FF VI (the first FF I played).
Out of VII and VIII, I think I'd have to go with VIII. Even though the Draw system was a bit tedious, I seem to recall only a few spells that were really difficult to obtain. Plus there were more ways to attain spells than the draw system I believe. The junction system was great, it let you create any sort of character (or job) you wanted, front line, hybrid or mage. I found myself not using the magic too much however, which is one respect which VII was a bit better. It would have been great if say: if 100 magic of something was obtained, you had an option of locking it at 100 for the sole purpose of having it junctioned on your character, allowing you to assimilate more of the same spell for combat use only. I think this way your mage-type characters (Rinoa?) would have been more powerful (ie. not just in summoning GF's but actually making strategic use of magic). Oh well, I used magic quite a bit anyway, and I suppose it was easy just to get it back using draw etc.
How nostalgic... I haven't talked about ffviii in a long time.

Ultimecia. Also, we are all linked together in the past but guess what, i forgot. Laguna's subplot with Julia was better than the entire mainplot of ff8.
FFVI. But given the selection, I beat VII into the ground and I can't say the same for VIII. Squall was the whiny Tidus of his day, and I was not happy with that at all. IX was actually my favorite from the Playstation generation, though.
Where's the option for "one of them sucks slightly less than the other"?
Just kidding, 8 is miles ahead of 7 in the terribleness department.
But as has been said, the correct answer is 6
FF 7 for me though i think the Best Final Fantasy is 9. Found 8 to be boring and never understood the big deal with the gun blade. Everyone raved over how original it was but I always thought they kind of took two of the most popular weapons and combined them. It's like being surprised that they made ice cream cake. Not a brilliant revolutionary idea, it's just a good one. Also in the end i thought Sephiroth is one of the coolest characters ever.
I haven't even finished FF VIII - I might get the PSN release though to do so. So I gotta vote for FF VII.
BUT...
All Final Fantasy games past Final Fantasy III (US) aka Final Fantasy VI are not fit to compete with the true king of Final Fantasy games. Final Fantasy VI - a truely timeless masterpiece of interactive entertainment. It's now as good as it was then and it's better than any JRPG ever. If you haven't played it yet and still love Final Fantasy games - you fucking owe it to yourself to play Final Fantasy VI. Seriously!
I loved FF8 a lot more. The graphics are more evolved, the characters are some of the best ever for the series, and the battle system look bolder choices. Yes, repeatedly summoning and drawing spells is tedious. But - you have to admit that no armor, no MP, and most of your character progression coming from junctioning was a bold move.
