Games for Windows Live trouble. Please help me out.

Hey, I just bought a box copy of Dirt 2, I've installed it on my PC and it plays fine. I can press the Home key to bring up Games for Windows Live and look at my friends list and all that sort of stuff. However if I try to launch the actual Games for Windows Live, so I can buy DLC and stuff like that, than this error pops up: 

Did you update GFWL so that you can buy full games...?

Try reinstalling the Games for Windows Live client.

If it still doesn't work after reinstalling I'll give you some more advice on how to fix it.

Apparently Xbox live is down for loads of games and some people cant  connect to XBL at all (me being one of em) 
 
I know this is a PC game issue but i'd maybe suggest that the problems are related?

well may not be the issue but XBL is down right now, so im assuming  this has somehting to do with it

Considering the matchmaking for xbl is down, the two might be related. Sure they aren't exactly the same thing but they are from the same company.
