What's the deal with Kudo Tsunoda's shades?

Someone has gotta know, and now that it's that time of year again, and he is appearing on my screen in the M$ E3 show, I am still very curious.  
 
This is Kudo and his shades

He's slowly trying to become an imposter of Itagaki, I'd say. Right now he's just in the experimenting phase, but JUST YOU WAIT. It'll happen. It'll happen.

He's been doing this ever since he entered the industry back when he worked in EA making the Fight Night and Def Jam games. Just watch this old Gamespot interview way back when for proof:

He has a condition in which the amount of light his eyes allow in is basically whacked, so a light source can be uncontrollably blinding, my father has the same deal

He has a condition that makes his eyes extra-sensitive to light. He needs to wear them.
