I had asked this question on Facebook to friends when a women's group was rallying for the same exact thing a couple of months ago. They feel as it is a double standard where men who are overweight aren't fined or arrested yet they have breasts larger than most women. If a man can go shirtless, they felt they have every right.
Women friends said they wouldn't want it. With the risk of rape and sexual harassment, they generally felt like men in the United States wouldn't be able to control themselves. And reading the comments of this thread, it looks like what they say is pretty much true. Everybody is screaming "Hell yes but no uglies!" because they want to see attractive nude women walking down the street.

Actually, bras cause the tendons that hold the breasts up to atrophy (use it or lose it), so bras actually cause saggy breasts, not prevent them. Seriously, look it up.
But on topic, I'd prefer men have to cover up as well, as moobs are fugly.
