Kazu you fucking liar.   First you said it would be out at launch, then you said it would be middle december, then you pushed it back to 2011...but it looks like you put it up now!  It's up!   
 
Heads up, it's kinda buggy and laggy at the moment, and some of the features aren't activated yet but it's a good sign!  We can soon do B-Spec races online soon-ish, so it's good news. 
 
To use it, you have to go to the Asian sites for GT, as it looks like the EU and NA sites don't support it yet.   Click on the "Log Into Home" button and you should be in.

This seems to be working now for all regions not just Hong Kong. B-Spec not yet added.
