James Donnelly is a character in L.A. Noire. He is the captain of the Homicide Division of the Los Angeles Police Department. He handles cases assigned to Phelps during his time on the homicide desk. Donnelly briefs and debriefs all detectives working with cases concerned with murders. Donnelly started working for the LAPD on July 1, 1923.

He is played by Andrew Connolly.
