The PC (Personal Computer) is a highly configurable and upgradable gaming platform that, among home systems, sports the widest variety of control methods, largest library of games, and cutting edge graphics and sound capabilities.
I usually get around 50 ping, but it can spike up to 500. This can be annoying for fast-paced games, but normally isn't a problem. I would consider anything lower than 60 to be good ping.
Your ping is not very much under your control. The way packets are routed around the internet is really highly variable. If you're talking to a server on the same ISP's network then you can probably expect a reliably low ping. And of course if you're on a wifi connection with bad signal then you'll get a high ping (or worse, lots of dropped packets).
If you get a better ping by paying more then your ISP is probably doing something shady. Switching ISPs can affect things due to various peering arrangements between big networks.
But yeah, reliably lower than 100ms is fairly good, lower than 50ms pretty much is optimal conditions (i.e. netcode would be tuned for this case). You should measure this in-game since depending on the game it can vary (and if its p2p then it varies based on who you're playing with / who's hosting).
