Yeah, I see what you mean. The city was built using the technology of the Lutece "twins", but how Booker/Comstock convinced them to build it (and fund it) I have no idea, that might be left up to alternate realities I suppose.
The way I read into Comstock's motives was that after Booker's baptism, and taking the new identity of Comstock he became somewhat of a religious zealot. He set about creating this "utopia" of Columbia with the ultimate goal of attacking the world below as he believed them to be sinful, of course he learns that he will die before he can put his plan into motion, so he needs an heir. He talks about meeting the Arch Angel in audio logs, so he believes he's following a higher order.

It was pretty darn good for me. Looks beautiful, make me squirm in some scenes. It's a slow film for sure, more about the atmosphere.
Only thing I wasn't too happy about was the kind of unanswered plot details. Also don't read the next bit if you want to see it without exposing yourself to any information (which I recommend is how you see it.)
The club I follow most intently is ASC Jeanne D'Arc of the North Group in the Senegalese Premiere League. It's been a long struggle for my club in the CAF Champions League (our best showing being a semi-final appearance in '04) but we've won 10 Senegal Premiere League titles and have had many famous National players on our squad over the years.
Senegal has some amazing players, Papiss Cisse and Demba Ba for Newcastle are, I think, two of the best strikers in the Premier League this season.

Also totally supporting Reading next season as they have been promoted and it's where both my mother and housemate are from, would be rude not to.
