Try running in compatibility modes if you haven't already. I'm trying to think of other things you could try, but other fixes that I know of are fairly game-specific. 
 
Have you tried running it in a window?

I bought mine at Game Trader. Man, I really need to go back to that place. I hope it's still in business.

I grew up with TNG, so I really couldn't go with anything else. I went through a heated Star Trek phase for a while.
