Yes. Of course. Why is that hard to understand? There are words with racial subtext all over the place that have different connotations when you are talking about white people or people of color. You wouldn't call Obama a "thug", because of the racial connotations. However, it would work perfectly fine for Rumsfeld or Bush. Do you need some more examples or are you getting this?
