El Fuerte and Vega are my two mains so this post made my ears perk up!
Tips for playing against Claw with Fuerte:
The most important advice against Claw as Fuerte is to not sprint across the full length of the screen. With his very fast roll and sky high claw there's just not enough opportunity to cancel yourself out the sprint in time and block the incoming assault. With EX versions you'll be losing a significant chunk of your healthbar if they manage to land.
Regular block doesnt work out too well against Claw's wall dive attacks as Fuerte's quite a small character in comparison to the rest of the roster and the wall dive attack connect usually hits above him rather than to a side. Focus blocking is the way to go or to mix it up (if you're daring enough), his backward sprint to spring jump (medium kick?) moves him out the way speedily in time with the screen scroll to Claw's dive.
I find that most Claw players if they can't connect with wall dives will crouch and poke around for a bit (easily blocked if you're not tempted to try and jab back with obviously insufficent range) then try to go into his forward jump HP > HP > Crouch mp > Roll combo. If you can anticipate this combo it leaves Claw open on the whiffed mp/roll for either a forward MK attack (which comes out as a very quick somersault attack which is hard to block/anticipate) or if Fuerte has any EX in the tank a quickly executed Press swings the balance into Fuerte's momentum where you can mix up all his sprint specials before Vega can eventually backflip away or Scarlet Terror to escape.
The real meat you're waiting for as Fuerte is the chance to launch his 2nd Ultra. You can easily knock off nearly half a health bar on the lower stamina characters such as Seth & Vega. The best opportunity is to wait for Vega to whiff his Crouch HK slide. The range and the fact Claw's in a crouching position makes Fuerte's second ultra almost unblockable. You can also force the situation onto Vega by making /HIM/ block your HK slide and as soon as the block connects - hit the ultra (back semi x2 3K) and it is almost 99% unblockable short of your timing being slow and him getting a lucky jump off in time. The one problem with the second method is that this also leaves you vunerable to Claw's second Ultra if you give him enough space to action before your slide connects.
FInally as with any Claw match, learn your combo's so that even if he succesfully defends you can knock his Claws off quickly in a round. This prevents his poking game which is where Vega excells and short of him regaining his Claw will find it very difficult if you keep on the offensive.
