Its optional side quests; you aren't forced to buy it to enjoy your game.
Let me try to break this down in a way people can understand. Maybe it will give some people insight as to how game development works, and yes, I am qualified to speak on that front. Not that I think people will care, they only care about themselves and what they get, tending to forget that developers/publishers spend $50 million on making a game and would like to do more than just break even.
In February, the game was what is called content complete. All that remained to do was polish and get the game working properly on consoles. In the meantime, they have a group of people, mostly artists and designers, who have nothing to do. If you were running a business, would you pay people to sit around and do nothing? I'd hope not. So those people became the DLC team. Now, when a game is given a budget, that budget is generally for just the core game. So the DLC team then requires a completely separate budget because they are no longer working on the core game. The DLC team managed to complete a piece of DLC early, but remember that these people were still paid from a completely new budget, to make that content. The cost has to be recouped somehow, thus the $7 for that content.
It's not a matter of "It's done, it should be on the disc!" They are, in the eyes of the publisher (and this isn't just EA, this is how most publishers tend to work) , completely separate projects. Does the consumer care about that? Not really. But the consumer, and I see this happen more for "fans" of video games on forums more than any other media, tends to be a self-entitled entity and forget that there is more to this than just providing entertainment. It's how these people make a living. See it how you want, but there is more rhyme and reason behind it that doesn't involve tinfoil hat conspiracy theories about publishers being greedy and just wanting to take advantage of everyone.
Ten Ton Hammer recently added a Champions Online section to their website and they have a bunch of really good articles on there. This one though is new and makes me really excited to play.

Actually, there is loot in the game. It only affects stats though and doesn't alter appearance.
