Getting a Dreamcast to output to HDMI isn't very hard and you don't need to mod the console. There's several different cables out there that works quite well at just outputting directly to HDMI. I have one I've been using for a year or two that works great. I'm sure if you do an actual hardware mod that is better but the cables work great if you are just wanting to play your Dreamcast on a newer TV.
In regards to itch.io I think it is worth remembering that at one point Desura was a thing and at the time was basically the itch.io equivalent with a main focus on being a mod distribution platform and also being a way to buy and sell indie games as a second. Desura was sold off to Linden Labs who IIRC were planning on it being a Steam competitor however with it no longer being directly tied to ModDB kind of fell off as big mods stopped pushing to it. They sold it off only like a year later to some other group that then promptly went bankrupt and took Desura down with them.
I think itch.io has a much more healthy user base compared to Desura but I don't think that makes them immune to the same careless treatment.
Honestly this seems kind of flat and boring as far as mafia/werewolf type games go. I think something like TTT would be a lot more enjoyable where you can switch to local proximity voice chat. Plus you can't do something silly like try and shove a body behind a couch and hope no one sees it.
The main issue this game has is that seeing enemy health bars requires a skill, if Ben could have seen that the eggplant has a health bar I have no doubt he would have figured it out when he saw that it was actually taking damage from normal hits.

That all said your characters stats level up the more you play and your rank determines what weapons you have access to. If you go in with a fresh character it's going to be much harder.
The other thing that I can not stress enough is that while GTA Online is a lot of fun it is built on a system that is aimed at getting you to buy shark cards or grind missions. The online has a F2P model in which you pay $60 to get into.
Also be sure you are playing in a private lobby if you do not want to get banned for coming into contact with a hacker who dumps money on you.
My general PC advice for dealing with Windows is just load your tower up with as many hard drives as you can fit in it if you are using something you put together. Use an SSD for OS and programs that you need that load time for (Photoshop, Sony Vegas, etc), one HDD for games, and another HDD for data files.
Something breaks in Windows that would require messing tracking down a solution through vague forum posts or just something weird is going on and you have no idea why? Pop a flashdrive in that's running DBAN and wipe the SSD drive, restart and reinstall Windows 10. Only downside is resintalling programs again but hey why not buy a third flash drive and just put a ton of installers on it for your commonly used programs?
I wish the real answer was "Switch to Linux" because it has gotten a lot better in recent years especially in terms for new user friendliness but the software side is still in need of catching up to their proprietary counter parts in certain areas that makes it hard to recommend it for everyone.
Ghost in the Shell Stand Alone Complex has aged much better then the movie IMO. If anyone has ever been interested in watching it go into it completely blind you don't need to know anything about the movie.
Going to agree with @corvidus Jeff would probably like Psycho-Pass a lot more, definitely a lot darker in it's police state regards and deciding how to deal with citizens.
