It was an early form of 3D texture-mapping.

Realistically rendered water can really immerse you in a game. Just don't try to dive into your TV!
Variable and dynamic simulation of weather conditions can be used to add variety, atmosphere (a rainy day in an RPG) and/or challenge (rain on the racetrack in a driving game) to a game.
Some games go the extra mile and make the character visibly become wet after swimming or coming in contact with water.
