Of course. Trouble is it's most likely to happen on a replay. I was able to ask Chie straight out for her number at the beginning when I ran through the game again.

I was able to do this one, but there are some in the very beginning that are kinda extras for people replaying the game.

Jeff seems to have some commitment issues. As soon as a girl in this game starts showing emotions or have problems he wants to leave. Relationships is about more than just fun, it's about being there when things are tough as well. I'm glad that the people you S. Link with feel like real people with real problems since it makes the game feel more real and impactful. Also I wouldn't call a girl a psycho just because she is troubled, but I guess Jeff simply doesn't have enough Understanding.
