If any enemy is going to be infected, it will always pop a Plagas after it "dies." Headshots just reduce the amount of ammo you waste on the first form before the Plagas pops. You can tell which ones will transform based on the colour of their eyes.

Just throwing it out there, that catzilla thing Brad ran, is on sale on steam right now for like $10. You can get it for free of their site, pretty much does the same thing from what I can see.
