A ghoul for Therese Voerman, he supplies her and the rest of the Santa Monica vampires with fresh blood, for a price. His work at the Blood Bank allows him to discreetly conduct his business. Not content to steal the hospital's supply, he kidnaps young women and takes their blood to add to his merchandise. Files at the police department suggest he was arrested for these crimes, but released with a slap on the wrist thanks to the deft legal skills of Ms Voerman.
When you free one of his prisoners he is furious and refuses to do business with you again, unless you bribe him, use Malkavian mind tricks, or get a replacement.
