The City of Heroes franchise has three primary, retail releases, which all tie back into the same core game. While the 'Going Rogue' expansion behaved like most MMO expansions do, by adding content to the game itself, 'City of Villains' was released as a hybrid standalone/expansion title, providing a villain's perspective on the original game, but also interacting with the original and eventually becoming fully integrated into it.
The game also recieved 22 free "Issue" expansions, with a 23rd one set to be released and ultimately canceled when the game was shut down.
