Baltimore is cheap, though we have plenty of crime to go around (those two things kind of go hand in hand). Plus, we have some great transportation that'll take you to hot spots in DC or Pennsylvania cheaply. Pretty good music scene, if you like punk and metal or club shit. Decent football team, horrible baseball team, FUCKING CRAB CAKES WHAT MORE DO YOU WANT?
Not to sound mean but for someone who wants to expierence culture than dismissing New York and California seems silly. Both are transient areas where you can enjoy many different cultures.

I lived in Detroit trust me when I say its a smart move to not live here.
It's probably a good thing you want to stay in America. Moving to any first world country these days is practically impossible without having a job there waiting for you.
Madison, WI and Minneapolis/ St Paul are both great areas. I currently live in Milwaukee and would like to move to either one at some point in my life. Both have miles and miles of biking trails, have plenty of things to do, and have young, educated, outgoing people. Both have plenty of nearby lakes to enjoy. Crime rates are also relativly low. The thing is that they are both super liberal, which can either be a good or bad thing depending how you look at it.
@Jay444111: dude, move to Seattle. I've lived in LA my whole life so I'm obviously biased towards it, but I won't deny it's got a lot of problems too, and you refuse to live in CA for some reason, so go to Seattle. It's a cool city, both figuratively and literally.
Seattle is pretty nice honestly, or a place in oregon. Chicago is alright, I live about 5 or so hours from there but i usually go up and visit regularly, its a decent city but has some crime problems in the bad parts of town.
Edit: If you feel more adventurist try Amsterdam, about 90 percent of the population speaks English and renting a house in the suburbs can be decently cheap, I know my brother found some good deals.

But someone might not necessarily want a lot of quality British culture, or the pure breadth of options America holds. He might just be really interested in the polish army or something, no point in moving to texas for culture in that case.
You should think about San Antonio Texas. It's an affordable metropolitan city with professional sports, museums, and various festivals.
That is unless your fetish is the Polish Army or something.

The thing about America is that is that not only does it have its own unique culture, it also encapsulates so many other ones. That's why I saw it's the best in the world. It's one of the few things I think America does best in the world.
As for our friend Jay, he is going to have to narrow it down. Maybe after life in Montana, any culture seems fine, but each area of the country has its own culture. Boston is different from Philadelphia is different from Chicago is different from Portland. It depends on what he wants and what he finds interesting.

Maybe we'll end up having to agree to disagree but I can't believe that New York and L.A are cities of more cultural importance than Rome, Athens or Egypt. Considering almost all expression of human thought took place in Europe and Asia for thousands of years before America was even a thing I don't see why this is an argument. I can understand how someone might prefer the culture of one particular place but I while might prefer a painting by my cousin to one by Leonardo Da Vinci I can admit that Da Vinvi's work holds more cultural importance.

Also Australia is a very long flight no matter where you live in the country (from the east coast it's a full 24 hours). And if all Australians are as dickish as you were just now, I'd say he's making the right choice not moving there.

At one point, yes Rome and Athens were the capitals of culture. But not anymore. It changes. It's changed before and it'll probably change again. We're not living in Ancient Greece. The Greece that gave us Socrates and Plato no longer exists. But the America that gave us Tom Waits, Charles Mingus, Kurt Vonnegut, and Steven Spielberg still does exist, which is why I say it's the best place for cultural activity and innovation. Unless you own a time machine.

Culture is anywhere you look for it. I'm sure Montana isn't as bad as you seem to think it is. I would suggest if your dead set on moving out of your state, to take a road trip. Be a drifter for a year, go from state to state and find some menial job, get to know the city for a while and then move onto the next state. It's a great way to learn about your country, to get some life experience and to meet interesting new people. If you find a place you love, set down some roots.
