This definitely reminds me of Eternal Sunshine of the Spotless Mind. But can't we learn from that movie that all this will do is create awkward moments where your ex constantly changes her hair color.

Not thoughts, memories. They are not the same thing, and that in itself does not entail "mind control".

The CIA is not even involved. It is a group of scientists doing it to mice because they can. In addition, we have no evidence as to what KIND of memory is being erased. There are many kinds, each being processed by a different part of the brain."
