I'm going to name some others you might want to consider adding:
Tekken 3
Resident Evil 2
1080 Snowboarding
Pokemon Blue/Red

Still... while looking at these games, I'm not convinced 1998 is the best.
2001 was pretty great, with titles such as Halo, GTA3, THPS3, GT3, MGS2, DMC, SSBM, FFX, Paper Mario, Twisted Metal Black, Red Faction, Conker's Bad Fur Day, Advance Wars.

2004 was also great, with games like GTA:SA, Half-Life 2, Halo 2, Burnout 3, Ninja Gaiden, MGS3, WoW, Metroid Prime 2, Pikmin 2, Far Cry, ESPN NFL 2K5, The Chronicles of Riddick: Escape from Butcher Bay, Sid Meier's Pirates!.

2005 wasn't bad, and had Resident Evil 4, God of War, Guitar Hero, Shadow of the Colussus, Psychonauts, Splinter Cell: Chaos Theory, Ninja Gaiden Black.

2006 mostly sucked.

2007 had plenty of stand-out games like Call of Duty 4, Halo 3, BioShock, The Orange Box, Super Mario Galaxy, Rock Band, Uncharted, World in Conflict, Skate.

2008 rocked with games like GTAIV, Fallout 3, Braid, MGS4, LBP, Gears of War 2, SSBB, Rock Band 2, Dead Space, Left 4 Dead, Burnout Paradise, Fable 2, Professor Layton and the Curious Village, Prince of Persia, Battlefield: Bad Company.

Yeah, I think my money's on 2008.
