Honestly... not very good. I've turned on data maps to watch garbage trucks drive in circles, seemingly avoiding blocks that have garbage to be picked up. It's been well documented that emergency vehicles wait in traffic and respect stop signs and traffic lights. Traffic AI is just horrible. Children going to schools will sometimes just hang out as pedestrians right outside the school (I think it might be a bug of having a bus stop too close to the school, though I needed it since the "walking range" around the school isn't that far).

The simulation AI needs to work out how to handle multiple vehicles from a service (what's the point of being able to add additional service vehicles, like buses, if they literally just follow each other?),

I would recommend just buying it later, or doing what Forcen says. Maybe make a save file manually, keep it just in case, if you're going to actually play it immediately. Are you in that much of a rush to get it? Skyrim DLC has a history of messing up some versions of mods (not a bad thing, just what happens), though most popular mods are usually updated pretty quickly to accommodate unless they're really directly affected (follower AI mods, item enhancements/adjustments...).

GTA IV is not "entirely serious". It's core story has been argued to be entirely satire. There are parts of it, about American commercialism and "the American dream", materialism and the excess brought out of it, that makes the player laugh, or snort, or maybe feel uncomfortable about. I think it's common knowledge (and I know this personally) that there are people outside of Western American culture who think that American life is actually just like GTA, and if not specifically that, at least mainstream American movies, which are in no way representative of American life.

^ pretty much this too. You're not seeing what's distinct about the culture, so you're only seeing the generalization of dirty fish markets and "weird music".

OP, you're probably just not familiar with Asian culture, that's why you're not noticing the touches to this game that make it so distinctly knowing about Chinese culture, or in the case, culture in Hong Kong (in fact, the many cases of small conversations on the street and outside your apartment involving insults about mainlanders... the average non-Asian American wouldn't get it. Also, Taiwanese street merchant jokes). An American appreciates the satirism of GTA because of its "inside" American jokes, but to others it might just seem stupid. Are all American cities about yellowcabs and, well... racist white people?

I just think the dudes need a break from games. They seem increasingly tired, both mentally and emotionally with the politics and marketing ploys of the gaming industry (not that all of it is bad or not interesting, but definitely taxing when it's constantly there). That won't happen, of course... I personally wouldn't mind if they just stopped covering as many games as they do now, even if it means less content for us.

One thing I've only recently done is doing the stalk-the-NPCs + talk-to-random-NPCs thing. Makes Guild Wars 2 really come alive. I don't feel like I have to race toward finishing a mission, an exploration, or a level.
