Sadly, I think it is easy to see that XBL has a greater problem with offensive language on it service the other services have so far.. There are many reasons for that and maybe if the tools to speak in more game more easily were supplied on PSN their problem would be the same. But for better or worse more XB360 have been sold, more people play online with that service and in each box MS provides a headset.

On once or on every day, it hardly matter; what si said on it is each members fault shared equally. A community that accepts racist, bigoted and infamitory language shares the blame equally on some level. If some people throw around offensive terms it because so many others accept it in silence.
That may seems like blaming everyone for a few bad apples, but there is no other way a community can work. A community by it very definition is a group that shares some common things. Given XBL members are not based in one locality, then the definition of community is based on other shared elements.. It would be one thing if people said, “Well in this these three or four games, at this time of night, if your in a game called this you might hear such offensive language” because then you could equate it to the ‘skid-row’ of some city. But offensive language that is in every game at any time is a community gone bade from core to skin.

Its like bullying in a schools, it not the bullies they get you down it everyone else’s lack of backbone to stand up for others. One of the biggest and silliest arguments I have heard about the issue of language is that anonmynity is too blame. Anonymous people are unstoppable. But, you know, it works both way; if you think anonmynity allows idiots to say what they want then why are people not using the same anonymity top stand up for others. Why does the bully feel protected and they people standing around watching people get victimized not use the same protection. Also, everyon has a user name, and everyone has access to tools to report inflamitoiry language. People are no more anonymous on XBL then they are in life. It not the jerks who are anonymous it is the silent cowards who stand by saying nothing to a bully miles away and who fail to report bad behavior from a person who is identified by name on a screen.
There are only three roles to be played on XBL when it comes to what it is and what is said: perpetrators, victims, and bystanders. But let’s call the bystanders by their real name ‘collaborators’. Turning off your headset is just saying, “Sure people are being victimized but my solution is turning my back.”

You're so wrong it's almost unbelievable. "Stand up to them"? Are you serious? Those people don't care if you'll have a problem with what they're saying and they'll just focus their rage and insults at you instead of stopping or quitting a match. Reporting them on XBL rarely does anything apparent. There's nothing people who just want to play without hearing that crap can do, so we just ignore it. There's absolutely nothing we can do and "standing up to them" would just make things worse.

As somebody who played a ton of CS back in the day, I think that every match is different. If there is one guy being an idiot, he will usually be ignored or mocked by everyone else. However, once you have 4 or 5 guys swearing it up, the match becomes that. And you know what? that's ok, because its what they want. If you don't like it, move to another server...

So no, I am not the problem (partially because I rarely bother to go online, making me question why I ever got a gold account), random game joining vs. Server hopping is the problem. I joined a clan, and played with more or less the same people every night and it was a good time (except for Beast, but he provided a sort of comic relief by constantly claiming that people were "hacking pu***es").
So fight for you're right to have dedicated servers.

This is a noble sentiment I guess but you're limited in what u can do. Reporting them is pretty much it. What are you gonna do, find out who they are and go to their house? Write emails to MS until they ban them? Tell the online douches to stop being mean? You can't compare this to real life. That makes no sense.

Which it does, and I do my part of muting and submitting (honest) player reviews. And by that I mean positive and negative reviews. There's little else I can do and also little else I want to do. I'm playing a game for fun, not to play internet police.

I'm sorry but i find you are giving two agruements in which both cases are not the same. I find that what you say about the community is not really the same as on xbox live, no one is going online to build friendships or make a community. All these reasons may happen later but your first reason is to play games with other people no matter who they are. So to that fact it not really anyone job to police people online other then microsoft. Now i find that your point goes on to say that there is a lack of reporting on "bad apples" which i would also disagree with, yeah a good amount of people may not report but i'm sure there is also a good amount who report anyone who is also being bad to the point of hurting gameplay. But what degree does mircosoft goes to police reported people is another matter that won't stop many "bad apples". Their accounts get banned for a week then they are back on in week later and sending hateful texts to people he has played with. Then his account get banned for good he just makes another one, so if someone wants to be a jerk online they will and it not much anyone can do but slow them down.
Also not saying anything is not a bad course of action as you would lead to believe. half the time its someone who does defend someone online and get into an even more hateful agruement that only make the ordeal worse. these bad apples only do what they do to get chao started which is what they wanted in the first place. If no one baits these guys then they will get bored and more on to another room and try to make trouble.

You are not wrong for feeling the way you do (I can tell you were hurt by the OP), but know I did not read the OPs intent to mean one was worse, rather they are equally as bad. (Which socially they are so I dont see why it would considered different online).
@OP I will admi t I havent played online in a while, and I always have microphones all muted by default on my system. A long time ago when I was more likely to play online, though, I did not tolerate racist or ignorant behaviour. Its one thing to just have fun, its another to be mean. As in life, If you step to me I will step right back. I can use words like a cutting sword (especially with the children that do this). I have won or lost many of those. The real question is- is this an equally correct response? No, actually its not. Its made me no better then them which is why I dont do that now. It's generally the kids (well when I actualy played online on my consoles years ago it was) that act this way. There are solutions, but they are difficult to resolve with "reporting" as this is not an immediate solution. Most often all you have is words. The way you choose to use them is up to you. Most are playing to relieve stress from the drama of the day. The last thing they want to hear is ignorance and drama being created for the sake of childish hilarity. So most choose to put the person on ignore. It is the best solution that works. It doesnt mean they are watching the bully take his piss on someone, they may not even know its happening.
Basically- its the internet, use at your own discretion. If you feel people are bullying you, put them on ignore and report them. This is the only way you can solve this problem. You can respond, but even if you win you will resolve nothing. If you're really charming and good with words, maybe you can get them to calm down, but odds are ignore is the only way to go.
Unfortunate as it may be, this is how it is. Your making a broad assumption that people are standing idly by while this is happening. Your playing with little kids more often then not, so ya they will probably stand idlly by as they would not know what to do, and others will find it funny. I think people overreact to what they hear online. Me and my friends call each other so many names and say some truly terrible shit to each other, but we are just joking and we all know it so it's not really a big deal. It's all a matter of perspective. When people say nigger or fag I really dont care and just shrug it off because chances are they arent some parading KKK member or crazy homosexual hater, they are just some kid saying stupid shit for the sake of saying stupid shit. I would say personal insults to individuals is the only thing people should be concerned about, but that isnt really able to happen in an online environment because no one knows anything about the people they are playing with or against. If you are feeble enough to get offended, hurt, or disgusted by someone random person you have never met and has never met you before, I think you need to gain a little self confidence or learn how to not give a fuck. A lot of time people say stupid shit just to get a reaction or just for effect, and to take it seriously in any way is just sorta silly.
Do what I do. Team kill the fucker till he kicks you for team killing, then report him, block and get into another game. Telling them off won't solve shit, because most likely they're just doing it to get attention. So give them attention, just not the attention they want.

What the hell is this crap? I don't have to engage with anyone on XBL I just want to play a game. If someone is being offensive I'll just mute their asses or block them or file a complaint. First of all the new 360's no longer come with headsets in the box (or have for a while now). I'm tired of people always saying that when it's no longer true. I've bought 2 brand new 360's in the past year (one in January and a Slim in August) and neither came with a headset.
Second of all you're making a mountain out of a molehill. There's not that much racist or even abusive language (at least not any that I've heard).

I could not agree with this more. Condoning that approach is bad enough, but to outright say that anyone who refuses to be baited into a full on screaming match with every infantile jackass on Xbox live is some sort of Nazi sympathiser, basically proves that you are just as bad as they are. I know that if I were to have the misfortune of wandering into a game that had both a racist prick and a self-righteous screw-up with a superiority complex screaming at each other, I'd mute both of them.
