Dunno how they borked this, but setting the game to low priority in the task manager (annoying, but only takes a few seconds and should be easily patched) completely fixes all the stuttering.
Also, don't run that dynamic optimization BS, that's garbage.
The dynamic stuff works FANTASTIC in Forza Apex for me. Set it to 60fps and it's super smooth.
