Those holograph panels are meant to look blocky and digitized. This QL makes no mention of the great art Retro have in all of their games.

The the specific complaints about the Metroid Prime (original) "texture quality" is misguided. Thoughthe original did indeed have lower-quality textures, some of which were upgraded in this release, what the person in he video was complaining about was NOT a texture. It was the special effect used when the scan visor enlarges the scan target. Rather than re-render to object you are targeting at the native resolution, it simply blows up the final-rendered pixels within the viewport. It's meant to look like that as part of the special effect, it's just much more noticable in 16:9. 
 
Also, they claim that 16:9 480p was added in these versions when, in fact, the original had 4:3 480p, so it would have been more clear if they only stated that the "16:9" part applies.
