I just want to be a dragon, want to have fire breath and a skin problem and have treasure. Remember the dragon from The Hobbit? That dude was rocking it. What about that dragon-mentor from Merlin? He was alright, I guess.
And have a little companion friend who goes to the markets and sells the things you done ate off adventurers

That reminded me of I of the Dragon.
It will likely be only on PC with mods. It will likely be a modded spell too to transform into a dragon for either a set period or at will via equipping an amulet or ring. Would be nice if such a possibility to be a dragon for a little bit through an in-game spell or item though.

At least I hope there's some form of Dragon Diplomacy, maybe work as a sleeper agent for the dragons. If you can't beat them, join them!
It could be sort of like the Dark Brotherhood quests.
Maybe you'll have to start a massacre at a high traffic seaport... and the quest will be called "No Dragon"

Don't count on anything like that. It's fairly clear that the dragons exist in the game to be killed, what with the whole kill-dragons-to-acquire-new-dragon-shouts gameplay element.
Why would you even want to be a dragon...ok nvm stupid response, dragons are awesome, but I'll settle for being a badass nord (as I will be one for my first play through) that they fear & kicks some dragon ass!
It probably gonna be a mount, but if the main character turns into a dragon to fight a daedric prince at the end of the game.... someone must really like Godzilla at Berthesda -.-

I doubt you can be a dragon, I wouldn't be suprised if you could use one as a mount at some point though, if not as said above it will almost definetly get modded in on the PC version.
Ride a dragon? Maybe, but "be" a dragon? Probably not. There are size, control and hit detection issues, I think. That's why games tend to stick with humanoid characters in these instances. Plus, there is the whole "overpowered" problem.
