@brad: Have you tried doing a clean uninstall of Steam, restart windows, then re-install Steam? Are you also using the same account on each machine? It might be some kind of limit on how many machines you can be logged into. As for the bit about it not logging you into Steam while browsing that has happened to me before as well and just restarting fixed it.

If none of that works, I would suggest making an image of the machine that is working and just format then install it on the one you are having problems with. Also make sure you are running on an admin account in windows. I have had it default me to one without admin rights once after a format and it was all kinds of weird trying to get onto an admin account.

I also noticed the one you were having the problems with was called Protos. Does it perhaps need more Pylons?

Try to delete clientregistry.blob in the steam folder. That solves the craziest problems with steam usually.

Have you tried turning it off and on?

@brad Do you have steam.exe set to run as an Administrator in Compatibility settings?

Just play some Thundercats outtakes and boot up Law of the West, Steam should work fine.

@brad First line of action for any Steam issue: move ClientRegistry.blob out of "...\Steam", restart Steam and let it rebuild the file.

@brad Don't know if you've already tried this or if it'll even help. But I suppose it's worth a try?
