Out of those two, definitely Modern Warfare 2. You will get more mileage out of it and it is a tighter, better game than its predecessor. I loved the GTA IV expansion but that is probably only because I loved the original game. If you do, pick up Episodes down the road as well. It is only $40 after all.

Look, I'm a huge fan of GTA and think GTAIV is possibly the best game so far this gen, but Modern Warfare 2 is better than Episodes From Liberty City. The Ballad of Gay Tony left me pretty disappointed. I did enjoy The Lost and the Damned, but it was really short.

If you want multiplayer MW2 is the way to go. Single player, GTA

I think I know you fairly well from your posts, etc. and I can hopefully say correctly that you will enjoy MW2 moreso than GTA.

I just finished Modern Warfare 2's single player campaign last night.  It's not terribly long and by the end, I was asking myself "What the fuck just happened?"  The story is so ludicrous and implausible that even Tom Clancy would have a hard time accepting it.  However, this is the only FPS single player game that I want to go back and play again in recent memory.  That even before I've set foot in the multiplayer.  This game is just amazing fun that is sometime frustrating but never to the point of that I felt I was not making progress.  Some parts are really eerie, but they are the moments of gaming that you'll remember for years.

@MrSnow:   Probably GTA IV: Episodes from Liberty City.  I assume you really liked GTA IV since you are considering the combined DLC pack in the first place.  Like I said, MW2's single player campaign is about 8-10 hours on normal (and I died a lot cause I suck).  It is very memorable and something you want to play at some point in the future, but if you are looking for a time-played to enjoyment-had experience, the GTA IV expansion will probably last you longer.  Lost & Damned is said to be 8-10 hours just by itself.  I need to clarify however I haven't played the expansions so I can't speak to the quality from my own experience.  Both games have been well received by critics if you care about that (except Ryan gave Gay Tony a 3/5).  You can look those scores up here and here then read the reviews online if you're interested.

If you want a good single player experience, go for GTA. If you want a good multiplayer experience, go for MW2.
