After reading through the responses on this thread, I actually just skipped over to Amazon and picked up Resonance of Fate for $17.55 (I don't know if that's a special sale or just a regular low price, but it's still damn cheap).

mass effect 2, but some would argue that it is not so great as an rpg
i dont think turn based rpgs play so well because those kinds of games depend on the other parts of the game
but some of them do it really well
Star Ocean 4 has already been mentioned here, but it really warrants a little explanation. First off, ALL the Star Ocean games have really engaging real-time battle systems, but SO4 ups the ante with its Board system. Depending on how you defeat enemies, you get these little emblems on the side of the screen. Those emblems will boost experience, money, health/MP, and skill points--a necessary commodity. Why does this matter? It makes grinding more worthwhile than any other RPG. If you have to grind out a few levels to tackle the next boss--final boss is a bitch and a half--you might as well get some extra rewards as well.

I like real-time combat systems. So fable, mass effect, and the witcher are more my thing. I love old-school rpgs like baldur's gate but, generally, I find turn-based combat to be tedious and awful. Weirdly, I actually enjoyed kotor's combat. Maybe because they spent enough time on the animations to actually make it fun to watch. Gothic 3 and risen are cool, but the combat in those games is pretty bad too; awkward animations, stiff controls, weird collision detection, subpar targeting, yeah not good. The exploration and world design is what keeps me chugging in those games. Also a fan of diablo derivatives such as dark alliance and torchlight, despite their simplicity.

Star Ocean Till The End of Time. Mix and match different abilities, and cancel into different attacks at the right moment in battle. It's pretty satisfying once you master it.
I dont give a fuck what anyone says about Dragon Age 2, I thought its combat was fluid, exciting, and just straight up fun. I never felt so powerful in an RPG before.
They've been mentioned already but I will also say Final Fantasy XIII, Eternal Sonata, and The World Ends With You.
dragon age ii. i think some people who are pissed off at that game for totally unrelated reasons get their wires crossed and complain about the combat in spite of it being better than origins in every way.

I've always liked RPGs where you can see the "timeline" of attacks the enemies are going to do so you can plan out your strategy accordingly. Blue Dragon was good with this, but Grandia II had a great system where you'd choose a critical attack to cancel out an enemy's move if you managed to hit them with it before their turn came up.
