Soundtrack of the Year
I enjoyed Mafia II's soundtrack. The music in-game fitted brilliantly with the time periods established, and then the Collectors Edition CD contained some more tracks I didn't notice as much. However, when I sat down and listened to them on that CD I realised they were superb. Utterly superb. It brought a whole new genre of music to my attention: American music from the '40s and '50s. And surprisingly, I enjoyed that music more than I expected I would.
Now that I've actually beat it, I can say Red Dead without hesitation. The music in every area evokes perfectly the feeling a western. And all the songs with lyrics are so powerful. It's just crazy how effective the music is in that game.
Second place handily goes to Mass Effect 2 for just having the perfect mix of space-y and action-y music. Really fantastic. I'm a sucker for sci fi synth music.
#1: Mass Effect 2: Jack Wall is simply amazing. The Tron: Legacy soundtrack reminded me a lot of this, but all I can say is that Mass Effect did it better. Case in point:

Red Dead's music was phenomenal. I didn't play Nier but listening to the clips in this thread I must say that is an excellent soundtrack as well.
man music in games has gotten pretty good, I guess I hadn't noticed.
Mass Effect 2 gets my vote
Bayonetta is also pretty good esp. the "lets dance" track. I can't separate it from the numb shock I associate with it from playing thru the game tho. Does it sound good on it's own? I couldn't tell you. It would be impossible for me to tell after what that game did to my mind. I'm buying Vanquish just because I want Platinum to take my money and keep making the crazy.
Castlevania: Harmony of Despair. Regardless of what you think of the game, the soundtrack is stellar.
It would be a split-even tie between Mass Effect 2 and Castlevania: Lords of Shadow for me.

I think many games have had great soundtracks but i'm going by two factors for my soundtrack of the year. The first is the reason why many are not on my list. Red dead and a few other great mentions to me got the axe from my list because they only had one or two great moments of wow the soundtrack in this game is awesome. Which boiled down to me really liking only one or two songs or set pieces. The second factor is the reason these games are on my list. There are only 3 games i have played recently that i have jump in the game just to hear the music, which is shatter, pac-man championship ed DX(which i ruled out because only if they had more music like the menu music) and lastly Scott Pilgrim. In saying that i would say Scott Pilgrim won it for me hands down just because half the time i pop it in its for the soundtrack i hit a few levels then i'm out.

But it's not my vote. Hell, I can't vote for one. Ok, I'll try.... top 3 retail games, in the context of playing the game, not listening to the OST on its own.
1. Heavy Rain (would be soulless without its soundtrack)
2. Deadly Premonition (would be unplayable without its soundtrack)
3. Final Fantasy XIII (wouldn't be a Final Fantasy without its soundtrack)
I have to give Super Meat Boy #1 for best downloadable/electronica. PPPPPP was so close, and I've got some crisp dollar bills for anyone that'll dance to Potential for Anything. But Meat Boy offers everything great about chiptunes, to an orchestral level of production, and it all works together.
Also I believe that Shank deserves an honourable mention. Especially since they offered it for free. Give it a listen, it conveys the mood perfectly.
Alan Wake was really good and they had some good licensed choices to play at the end of each episode.
